Description
The problem:
If MO's right pane has unselected plugins that are missing all of their masters, MO will scramble the LO of active plugins with a master flag. Active plugins without a master flag stay ordered. Inactive plugins that do not have missing masters or have at least one master present (but missing others) do not change LO position.
In 2.5.3dev2, 2.5.2, and 2.5.0rc2 MO2 moves inactive plugins below master plugins, but scrambles master plugins LO.
2.4.4 moves inactive plugins with missing masters at the top of the LO but does not rearrange masters.
Removing inactive plugins with missing masters solves the issue.

Steps to reproduce the behavior:
- Start with a sorted LO that has unselected plugins that are missing all masters.
- Run Skyrim AE
- Exit Skyrim AE
- Master plugin LO is scrambled.
Environment:
- Mod Organizer Version that exhibits the issue: 2.5.3dev2, 2.5.2, 2.5.0rc2
- Last Mod Organizer Version that did not exhibit the issue (if applicable): 2.4.4
- Desktop OS/version used to run Mod Organizer: Windows 11 Pro 24H2 Build 26100.3194

Right click on the log window at the bottom of MO2, set log level to debug, restart Mo2 and reproduce the problem.
To access the log files you can press the Open folder icon over the modlist and select "Open MO2 Logs folder".
