Changes for release 0.2.2

This PR makes changes to issue a point release for 0.2.2 which incorporates the following changes:

• PR Make setup.py install dependencies #144, Fix for conda build not installing package dependencies from setup.py #145 Ensures installation through setup.py installs dependencies
• PR Fix for restarting from YAML #143 Fixes a bug when restarting through the YAML file
• PR Add ability to disable streaming from Logger module #140 Adds the ability to stream information from the Logger module to stdout or a file
• PR Isolate openeye #135, Fix for tests checking for openeye toolkits #139 Fixes unittests to isolate OpenEye related code, skips tests if no OE_LICENSE or OpenEye-toolskits installation is found.
