some errors when build this project

I am trying to build HyperNEAT on ubuntu 14.04, but when I download the project zipfile and extract it, i do not encounter a build directory in the /HyperNEAT , /tinyxmldll and /JGTL. When i build them as the HyperNEAT C++ Version 3.0 Manual, some errors appeared as the picture shows.
