[Doppins] Upgrade dependency python-dateutil to ==2.7.0 #1440

A new version was just released of python-dateutil, so Doppins
has upgraded your project's dependency ranges.

There's a dependency conflict between zappa for python-dateutils (requiring 2.7.0) and botocore's python-dateutil (requires <2.7.0)
