* feat(storage): add repository preflight

Keep external storage as the default while allowing an explicitly accepted same-host repository override. Validate repository access before backup and retain Node 22 type compatibility in Dependabot.

* test: isolate repository preflight fixtures

Linux CI fixtures use temporary paths outside /mnt. Keep production topology validation enabled while testing repository lifecycle behavior independently.
