Use official Basler SDK releases in test dockerfile #317

In order to freeze and maintain our test suite, we previously maintained a set Basler SDK release, which we use in our integration test suite.
Going forward, we should treat the Basler SDK like any other dependency, letting the integration test suite pull in the most recent SDK, and fail if there are any breaking changes.
Acceptance Criteria
- Working integration tests, as before.
- Ideally, we may remove the Mindtrace Basler SDK repo.
