I feel like the API is fairly stable at this point and haven't had major issues. So perhaps we should do a 1.0 release to emphasise this stability.

@avik-pal are you happy with the current API?

My one question is whether we should stick with these instability_check => mode mappings for Preference.jl. It feels a little unintuitive. I think at the time I just based this on PrecompileTools.jl having a precompile_workload setting that was (at the time) disconnected from the naming scheme. But now that key is closer.

I might prefer to just have something like dispatch_doctor_mode => mode. But of course we can have both keys work.
