Yes, true. The Network tool does show information icons next to cookies that were blocked. See:

on my machine, can't get Network tool to show info icons.
- Tried Stable & Canary.
- Tried turn Block Cookies toggle on/off.
- Tried Refresh the page, wait, then blick bing under Names.
- Tried widening columns.
- Tried Disable cache selected or cleared.
- Tried turning on/off optional page content in Bing page UI.
