Added a Japanese translation of the README as README.ja.md and updated the main README to include a badge linking to the Japanese version for improved accessibility.
Updated README.md and README.ja.md to use absolute paths for language badge links. Also renamed EADME.ja.md to README.ja.md to correct the filename.
