Update browser behavior to handle multichain scenarios

Description

This task tracks updating the browser to handle multichain scenarios. For example, how the network and account connection logic responds to non evm chains

Technical details

• Should not ask for permission for non evm network
• Should not be able to connect using non evm network
• Disable non-evm chains when on dapp network selection
• Disable non-evm accounts when on dapp account selection

Acceptance Criteria

• Browser behaves as outlined in technical details
