add resolution for simple-get

Fixes: audit failure

Resolution was added to bump simple-get to 4.0.1, which is a dependency of @eth-optimism/contracts. There are no release notes in simple-get, but comparing the work done in each of these versions doesn't seem like the api surface was changed.
