[Bug]: Layer 1 fees has disappeared from the gas section for Optimism

Describe the bug

Problem: the Layer 1 gas fees section has disappeared from the gas details on Optimism. This used to be displayed in the previous version 11.9.4

Expected behavior

We should see Layer 1 fees in the gas details section

1. Select Optimism network
2. Start a transaction
3. Add amount and recipient
4. Proceed
5. Click Fee details
6. See no Layer 1 fees appear, only Optimim fees
