Add button to add note in Admin Interface to the top of the panel

User story : In the Admin interface, notes are ordered reverse chronological order (good! most recent on top!) but in order to add a new note, you have to scroll ALLLLLLLLLLL the way to the bottom of the page in order to click the "add another note" (not as awesome).

Acceptance criteria:

1. Move button "add another note" to the top of the field
2. when clicked, add the new note at the top.
3. bring cursor focus into the first field of the new note section

alternative - if #2 is too hard/costly, please estimate effort for items 1&3.

When you add a note this is already at the top, not sure about this requirement.
