tabs: don't change tab selection if panel does not contain item

Currently, if multiple tabs of the same tab-group contain distinct sets of tabs and a tab is clicked that is not contained in other groups, their tab will be empty.

This is annoying and often forgotten by writers.

Implement a better solution, that only deselct tabs if the selected tab is acutally contained in this group of tabs.
