CircleCI workspaces let us re-use the same node_modules across common environments. This should save ~30s per job. For Windows, we still need to re-install as it's not the same environment as other jobs.
chore(ci): reduce npm installs
This patch bumps the `nodejs-lockfile-parser` to `1.38.0`, improving the error message shown when a dependency is missing from the lockfile https://github.com/snyk/nodejs-lockfile-parser/releases/tag/v1.38.0
