ideas for fixing vote exploits:

spam vote: Do not allow another vote until all previous vote requests have given a response

spam fixes:

Make the ratelimit server side with profiles
make the ratelimit use ip addresses

dont allow multiple of the same titles to be posted in quick succession (wouldnt be as effective)
