EMail support for PatchSets

[Max-F-Helm]

PatchSets should be directly sendable as a mail (mailto: link).

The mail-content is a link to the current webapp.
In links fragment part is the data encoded.

Clicking the link should open the webapp, prompt to open the identity and file, and then it will apply the PatchSet.

The send dialog provides a selection for the mail-addresses of the Proposals Authors.

Should work for now.

What is still a bit ugly is that the receiving user has to select the right document manually.
