Moved Docker dependency updates into separate service

This pull request introduces a new docker compose service, deps-updater, that is responsible for updating project dependencies. I've pulled out the dependency-updated code from .dockerfiles/entrypoint-dev-rails.sh into the new service so that the dependencies aren't checked every time the rails service is started. Instead, developers will need to run docker compose run --rm deps-updater every time the dependencies are modified. This improves overall development speed, as the dependencies are not updated very frequently.
