Add recipe to edit SASS files directly in chrome

Source maps for development are already enabled, the only missing part is the configuration in Chrome explained in [this article](https://medium.com/@toolmantim/getting-started-with-css-sourcemaps-and-in-browser-sass-editing-b4daab987fb0)
