bump chart and app version on new tag (MAPCO-4045)

when creating a new tag an release, chart.yaml isnt updated with the new values from the tag.
known issue to infra team.

@RonitKissis release-please was added to the boilerplate, you should check it out and add it as well.
Notice that the boilerplate uses the node release type, and that there is no dotnet release type. You will probably need to customize your release-please configuration.
