Convert form to use DDF/React and API - parent issue #6825

This form is a visual disaster 😆 😢 maybe we need to deal with the UX first cc @gtanzillo

Also the API endpoint is missing ManageIQ/manageiq-api#902

probably we can use https://react.carbondesignsystem.com/?path=/story/components-timepicker--default for this and probably multiselect component for week selection.

Edit: Timepicker component won't work in this scenario as we want to select range here, So for both weeks selection and time selection, idea is to use multiselect component (https://react.carbondesignsystem.com/?path=/story/components-multiselect--default) .
Example : For time Multiselect Options, options will looks like this, 12-1 AM, 1-2 AM............, 12-1 PM, 1-2 PM.......11-12pm.

Above screenshot is a before/current one, we are planning to do form conversion for this, so instead of on/off switches for week and time selection, want to use multi select components.

ahh ok - then I am +1 for multiselect components - I really dislike the tons of switches.

As discussed in review, we've lost the "at-a-glance" nature of the old form. It's less common for users to choose select all, and instead they pick a subset of days.

A good use-case example is users wanting to define "business hours", where they choose M-F, 9-5. In that case, the multiselect numbers 5 and 9, respectively, are mostly useless to the user, and what would be more helpful would be to show the actual values, perhaps as carbon tags.

--> For days and weeks, just replace current form switches to check boxes in new form, those shouldn't be multiselects.
