Replace Tagging tree with Tagging component

Compute -> Infrastructure -> VMs -> Lifecycle -> Provision VM -> select one -> continue -> select Purpose tab

After using Tagging component:

There's no other place where a tree is used to handle tagging so I propose that Tagging component(ManageIQ/react-ui-components#3) is used everywhere.

Yes. Definitely better than the previous solution.

Do we have this pattern somewhere as a component? so when we make changes, we make changes everywhere.
