For [6] I am certain that it is not available, for [7] I think it is neither. And for [8] there is a library for GnuTLS but any library could work after some adjustments.

  [6] Multipath Support (If the QUIC library supports the multipath extension.)
  [7] ACK Frequency Support (If the QUIC library supports the ACK frequency extension.)
  [8] Used TLS Libraries (Which TLS libraries are used by the QUIC library.)
