Add FLOW_REDUCTION_LENGTH option to WEL package that indicates the AUTO_FLOW_REDUCE value is a length instead of a fraction of cell thickness. A warning will be issued if FLOW_REDUCTION_LENGTH is specified but AUTO_FLOW_REDUCE is not specified in the option block.
