Resynthesis causes PersistentLevel exports to lose their LatentAction and NetIndex values #455

Describe the bug
Resynthesizing a package causes the exports directly linked to PersistentLevel (like BioPawns, BioInerts, etc.) to lose their LatentAction and NetIndex values (setting them to 0), which makes it very hard to tell what changes were made to the file since all of the PersistentLevel exports come up when comparing with unmodded.

To Reproduce

  1. Make a copy of the vanilla BIOA_CRD00_00_DSG.pcc file.
  2. Trash export 7707.
  3. Resynthesize package.
  4. Close and reopen file.
  5. Structural compare with unmodded.

Expected behavior
PersistentLevel exports should not have their LatentAction and NetIndex values changed.
