Adds --limit-detections and --sample-step to sub-sample detections after Chainsaw (keeps the hunt), reducing runtime and cost for PoC runs. Includes a small helper apply_sampling() and a console banner to show the applied sampling (e.g., 2705 → 1000 with step=3). No behavioral changes when flags are omitted.
