feat: add issue labeler

Description

• Adds automatic issue labeler
• Add new sections to roadmap template
  • Languages/Skills/Technology
  • Estimated Effort
• README updated and clarified expectations around the work/projects
• Issues no longer automatically added to "project" by the issue template, they will now be added when a "planned" label is applied to them. This is controlled in the project workflow settings
• A "needs-triage" label will be added to new issues by default
