scope to 32k

I made halscope 32k to have twice the samples, and by default have position all the way to the bottom so that it does not display only half the available space.

Is that something that I can push with my next PR for the scurve, or is restricted to 16k for hardware support?

I don't think that any machine capable of running LinuxCNC 2.10 onwards will have a hardware limitation that prevents the use of a significantly larger buffer.

However I do feel that changes to Halscope should be separate PRs to the TP work.
