SQUAD: send a callback: when when X number of suites are finished

have a mechanism in SQUAD that allows detecting if suites has finished running across multiple testjobs and then trigger a callback.
This could be done by adding a new table with the fields

build

testjob

suite

readiness

Second phase we should be able to add a callback for suites and/or environments.
