Manage users via an Admin Portal

Current behavior

I am unable to manage users and user permissions. If I want a user to be able to comment on an article, they need to be registered, but they won't be able to post articles.

Expected behavior

If I am an admin, I need to manage the list of users in the database. This can involve promoting other users to admin, or delete them when necessary.

What is the motivation for this change?

Part security, part data quality.
