Mobile PDF generation

We should allow for a mobile library PDF to be generated. This should dispay the following:

- A listing of the routes (see route PDF)
- A index of the stops and their route
- A table of dates and routes

**Acceptance Criteria**
- Mobile PDF route added to API
- Open API documentation updated
- PDF tested with multiple mobiles
