feat: track deployed sidecar version history

Description

Track deployed sidecar version history:

• On run, ensure the version being run is not a regression (previous version)
• Keeps a history of run versions and the indexed block height they were deployed at for debugging purposes

• New feature (non-breaking change which adds functionality)
