chore: fix commitlint on PRs

[wadealexc]

commitlint has been running on every commit in a PR, which means even my nice beautiful recent commits fail because some long-forgotten bastard child commit from a month ago accidentally a typo.

this should change commitlint to only run on the most recent commit for each PR
