Modernize build and deploy tools

@jonas-fuchs @guzmanvig yes, I also thought about changing to a pyproject.toml approach, however this a bit more involved, so I didn't do it initially. I'm especially not familiar with using make as a build backend. Also, when I checked, I discovered that bumpversion is not supported anymore and its successor either.

Maybe one could use the new kid on the block and replace both with a uv project?
