[Cleanup] pirate_chart and brigands_chart scripts

What does this pull request do?

As title sais. Just cleans the logic so we dont do something stupid, like feeding unnecesary (unused) arguments to functions. Including a table already defined outside.

Steps to test these changes

None. They brigands are disabled by default for starters.
