BLU Spell Lua missing AoE and debuff classification data

Jimmayus who many of you know has very effectively classified and identified the properties of all BLU spells. Primarily in the typical BLU magic lua, the following data points are missing:

1. the size of the AoE for (CONAL, SELF, CONAL_GAZE, AOE)
2. the cast range of the spell when it is AoE
3. The priority of the debuff/buff when applied (e.g does it's Slow overwrite other slows, does it's Haste overwrite other hates)
4. In some cases, the potency of the debuff are incorrect or missing
5. the cast time is in the description, but not defined in the parameters of the spell

Awful Eye is a CONAL_GAZE sized 10.5, and it's potency is supposed to be [ 3 + ROUND(LEVEL/2.5) ]

Flying Hip Press is SELF_AOE sized 7.5, but is totally undefined

Maelstrom is an AoE but is not categorized as one.

NOTE:

I'm unsure if it's defined elsewhere in code, not all cones, gazes, conal gazes, or self-centered AoEs are the same size, but every blue spell defines them as the same size.

If these details that appear to be missing are located elsewhere, they should be relocated to the lua for the spells themselves.

Spell range, AoE type and radius are stored in database for the time being and should be correct as of current retail.
The targetfinding process occurs in C++ before it even gets to these lua scripts.
There's a pending proposal in #8933 to move the properties to lua but it's a little ways away.
