Per conversation with Darren a few weeks back on LTG Slack. Updated module to allow for -SkipDotNet parameter to be used to skip installation of .NET framework 3.5 and 2.0

Just housekeeping thoughts: Is the indent/spacing consistent with the rest of the function? What about thoughts on making this a default option when the OS versions is above some threshold?
