`export_to_table()` fails if a Tool has been archived

Following the docs here to export our labelbox data to csv (or BQ).

We hit a key error:

One closer inspection, we see that this label was archived in the Ontology:

(In the JSON export):

When we unarchive this Tool in the UI, the export works as expected.
