Copy Experiment Form: Display the folder tree rooted at "Panorama Public"

Rationale

The Panorama Public “Copy Experiment” form includes a field that displays the folder tree for selecting the destination of the copied folder. Currently, it shows the entire folder tree. We want to limit this to the folder tree rooted at the Panorama Public project (i.e., the journal project to which the data is submitted) to make destination selection easier.

Changes

• Set the root of the tree store to the journal (Panorama Public) project.
• Panorama Public datasets are organized into yearly subfolders. Pre-select the current year's subfolder, if it exists
