[FEATURE] Create asltk Slicelet #62

Is your feature request related to a problem? Please describe.
Study the possibility to include a Slicelet (a compatible Slicer version) including the ASLtk features.
The original request to add the full asltk into the Slicer framework is taking too long, and maybe it is easier to provide a quick solution to the asltk community by offering a Slicelet.

See the documentation on how to build a Slicelet and make a inner version of it including the basic functionallities for asltk data visualization.
