Upgrade to Windows 2022 build runner and Visual Studio 2022 for MSVC builds. Continue installing Qt 5.15.2 with the Visual Studio 2019 option since it doesn't provide a VS 2022 option.

The Windows 2019 runner image is being deprecated and removed in June, so this PR upgrades to Windows 2022 and Visual Studio 2022.
See here for a successful build without cache hits.
This upgrade will allow using Qt 6.6 and onward in #7339 since Qt 6.5 was the last version to support VS 2019.
