GitHub recently started offering Windows ARM64 runners. This PR aims to take advantage of this to build Windows ARM64 builds using the MSYS2 + CLANGARM64 environment.
Note
This PR utilizes Prism (x86_64 versions) for NSIS and CCACHE as they're not yet available natively for ARM64.
