Description
It's the same issue as #1592. However, the user can't open the long position to offset the short position because
DebtRatiois underclose-onlymode.After implementing SCCP-258, we could apply the same change to close the short position of
DebtRatio.Related issue

Help users to close the short position of DEBT easily.
