feat(krci-triage): add triage plugin and relocate workspace bootstrap - #23

Introduces krci-triage as the dedicated home for cluster-level operations: - three commands: setup-testbed (kind cluster), bootstrap-workspace (multi-repo source workspace), krci-fix-the-issue (Jira key → root cause → reproduce → fix → verify on cluster) - krci-testbed skill covering operator rebuild loop, kubectl reproduction, headless Portal automation, and Jira QA posting gotchas Relocates bootstrap-workspace from krci-help to krci-triage where it belongs alongside the testbed and fix workflows. Removes stale "workspace provisioning" references from krci-architect README and krci-help descriptions. Updates all hand-maintained inventory surfaces: marketplace.json, CLAUDE.md, README.md, plugin-mapping.md, use-cases.md, help.md, and advisor.md.
