docs: include ssvc in shipped rule packs

• Update the shipped rule pack count from four to five.

Thanks for the heads up. I refreshed the rule-pack index so the generated reference docs include SSVC alongside the shipped packs.

Refreshed the generated docs output with make docs-gen && make docs-gen-foreign and committed the resulting docs/llms-full.txt update for the SSVC rule-pack entry.\n\nLocal note: make docs-gen-foreign skipped gRPC/Go SDK generation here because protoc/go are not installed in my environment; the committed change is the generated docs drift shown by the failing docs check.
