Revert `:core` back to java 8

For compatibility for all our users and our own compiler plugin, we may be required to keep/downgrade the java version of as many parts as possible back to 8.
We recently updated (#1083, #1087) to java 11 due to requirements from Jupyter, however, we are no longer bound by these restrictions after extracting jupyter.
