(GTAV) Intense stuttering and low fps whenever I'm not wanted

the mod works perfectly fine along as im wanted, but as soon as im no longer wanted my fps halves and my frametime spikes

this is when im not wanted

and this is when i am wanted.

same area of the game same settings same res etc
