add fuse holder Schurter OGN-SMD

This adds a SMD fuse holder for 5x20mm fuses, the Schurter OGN-SMD. It creates a bit of a naming inconsistency with the existing Fuseholder_Cylinder-6.3x32mm_Schurter_0031-8002_Horizontal_Open datasheet. The existing symbol uses the part number of a specific variant of the OGN series as there exist two different pin spacings. For this symbol they only differ in materials, so there is no point of using specific part numbers.

The fab outline does not fit the body dimensions

dimensions should be good now. The 10.8 should be correct, I read the smaller value for the optional shielding.
