At the working group meeting it was agreed to put together this PR, and also to file a separate issue about expanding the conformance tests to cover uploading DOM elements, ImageBitmaps, etc.
@shrekshao could you please file the second issue?
@jdashg OK to merge this separately? I don't have notes on whether we agreed to do that.
