Removing a Group fails #1009
Description
Describe the bug
If the usync config specifies a property should move out of a goup, the import fails.
If you run a bulk import nothing happens
If you run a single doctype import it actually exports instead.
To Reproduce
Import this:

Run an import ... nothing happens. ❌
Run a report, click the 'test' content type, click 'import' ... the config has reverted (aka export) ❌

Will be fixed for next release -
this fix actually works around an Umbraco issue - we have logged that too umbraco/Umbraco-CMS#23481 but we are not dependent on it.
